With an extensive background as a thought leader, researcher, and assessment strategist in higher education, healthcare, and non-profit organizations, Julia To Dutka serves as Chief, Global Health Workforce Development Institute at TruMerit (formerly CGFNS International), a think-tank dedicated to creating innovative solutions to tackle the knottiest problems facing the global health workforce. As Executive Director of the TOEFL® program at Educational Testing Service (ETS) before she joined CGFNS International, she guided its transformation leading to the current TOEFL iBT®, which continues to set the global standard for English language assessment. Her professional contributions include serving as chairperson of National Association of Credential Evaluation Services (NACES), and services on the boards of national and international organizations. Coming from an interdisciplinary background between linguistics and cognitive psychology and having overcome challenges growing up with a disability, she has served as a professor, dean, and associate provost and is published in the field of education, regulation, credential assessment and certification, and language teaching and testing, as well as global labor mobility. Her personal and professional journeys have been marked by uncommon courage in face of adversity. In 2023, she started Global Partners for Rehabilitation (GPFR), a non-profit organization dedicated to improving rehabilitation care delivery in low- and middle-income countries. She serves as GPFR’s president. Dr. To Dutka holds a bachelor’s degree from Hong Kong University and a Master of Arts, Master of Education, and a Doctor of Education, all from Columbia University.
