Francisco Alvarado is a seasoned senior administrator with over 32 years of experience in the public sector, recognized for his unwavering dedication to equity, inclusion, and community empowerment. His professional journey has been grounded in a lifelong commitment to advancing diversity and fostering environments that are inclusive, welcoming, and culturally responsive.
He currently serves as the Coordinator of the Illinois Hispanic Employment Plan at the Illinois Department of Central Management Services (CMS), where he works to expand equitable workforce access and representation for Hispanic and Latino communities across the state. Prior to joining CMS, Mr. Alvarado held executive leadership roles at the Illinois Department of Human Services (IDHS), including Assistant Director and Administrator of Operations for the Division of Rehabilitation Services.
Throughout his career, Mr. Alvarado has led and supported numerous initiatives that reflect his passion for social justice and public service. He has worked extensively with Latino communities, as well as with immigrants, refugees, and asylum seekers—developing culturally competent, community-based services that recognize their unique needs and vital contributions. His advocacy has also centered on expanding language access in public systems, ensuring that all individuals—regardless of English proficiency—can navigate services with dignity and understanding.
In collaboration with local leaders, stakeholders, and grassroots organizations, he has designed and implemented programs that strengthen community infrastructure and improve educational and employment outcomes. He believes that investing in underserved populations fosters stronger, more resilient communities and that these communities are essential to the long-term vitality, diversity, and development of our society.
Mr. Alvarado holds a Master of Science in Rehabilitation Counseling from the Illinois Institute of Technology in Chicago and a Doctorate in Medicine from the Universidad Autónoma de Guadalajara. He was raised in Chicago’s historic Pilsen–Little Village neighborhood, a vibrant Latino community that continues to inspire his values, vision, and leadership.
